How to verify a lawyer's licence
Anyone can print a business card. Advocates in Pakistan are enrolled and regulated by bar councils under the Legal Practitioners and Bar Councils Act 1973, and enrolment is checkable. Run these six steps before you pay a rupee — they take one afternoon and they are the whole defence against being taken.
- Ask for the advocate's bar council enrolment number and the name of the bar council that enrolled them. A practising advocate will give you both without hesitating.
- Ask to see the bar council identity card or licence, and check the name on it against their CNIC.
- Check the level of enrolment matches your court. Enrolment is tiered: an advocate is enrolled first for the district courts, then separately for the High Court, and again with the Pakistan Bar Council to appear in the Supreme Court. Someone not enrolled at High Court level cannot argue your High Court case.
- Confirm the enrolment with the bar council itself, or at the office of the local bar association at the court. It is a phone call or a walk-in, and it is the only step that actually verifies anything.
- Get a signed vakalatnama and a written fee agreement. The vakalatnama is the document that authorises them to represent you; the fee agreement is what stops the number changing later.
- Treat a guaranteed outcome as a warning sign. No advocate can promise a verdict, a bail order, or a visa, and no honest one will. The same goes for cash with no receipt.

How do I verify a lawyer is licensed?
Every advocate is enrolled with a Provincial Bar Council, and those practising in the Supreme Court with the Pakistan Bar Council. Ask for the enrolment number and check it with the relevant Bar Council.
